九〇年代以降中国の新聞管理規制の再構築

 本稿では、新聞管理規制の再構築に焦点をあて、九〇年代以降の中国メディア管理の戦略的な転換の特徴とねらいを浮き彫りした。改革開放政策実施から八〇年代にかけて繰り広げられていた報道改革の気運は八九年の民主化運動を境に低迷し、党内保守派が再び実権を握るようになり、メディア政策においても規制強化が行われた。同時に、九〇年代以降は中国の高度経済成長に伴う国際社会への影響力の拡大、国内統治における共産党の執政戦略の大きな変化がみられた。これらは、メディア政策と管理にも大きな転換をもたらした。
 本稿の素材である新聞管理規制に関しては、新聞社の人事管理における資格制度の導入や報道に対する事前規制が行われるとともに、事前規制を基盤とした事後処罰の強化と自主規制の促進が行われるようになった。こうした「改革」によって、中国の新聞管理規制は重層的な構造をもつようになった。
 本稿では、こうしたメディア規制再構築の背景には、中国共産党がメディアに期待する役割の変化があると考えている。すなわち、九〇年代以降、中国共産党は国際的、国内的に多くの課題に直面しているが、中国共産党がこれらに対処する際に、メディアに期待する役割が変化したと考えられるのである。従来、メディアは党の路線、政策を貫徹させるためのイデオロギー装置として専ら党の「宣伝道具」として位置づけていたが、九〇年代以降はその役割を一層拡大し、党のイメージ改善と統治の正当性を強調しようとしていると思われる。

Focusing on press restraint policy and its restructuring since the 1990s, this thesis sheds light on features and purposes of the recent changes in Chinese media control strategy.
The reform and open-door policies which began at the end of the 1970s developed a momentum for media reform. After the democratization movement in 1989, however, the momentum withered away, as the conservatives in the Chinese Communist Party (CCP) retook the helm and tightened state regulations in media policy. Then, the CCP changed its political strategy of domestic governance in the 1990s, when China obtained growing influence in international society due to its increasing economic growth. The new political strategy led to a restructuring of media policy.
In terms of press control strategy, the Chinese government introduced a new regulation policy and a qualification system in the personnel management of newspaper companies. They also strengthened after the fact punishments and induced further selfregulation of the press. In this way, China has created a new, multilayered press control system since the 1990s.
This thesis addresses the transition of the CCP’s expectation of the role of the media, which has a political background of recent restructuring in press regulation policy. Faced with many domestic and international issues, the CCP sought new media functions in order to handle these issues and new tasks. The role of the Chinese media is often seen as just a propaganda tool or an ideological apparatus to carry out the party line and its policies. This thesis demonstrates that, since the 1990s, the Chinese media have assumed enlarged and diversified roles, beyond their conventional forms, in order to improve the image of the CCP and emphasize the legitimacy of its governance in globalizing China. The restructuring of the press control system since the 1990s is an important part of this new media strategy.
