[ Abstract ]

  The present situation concerning part-time workers can be summarized into the following four points: the expansion of number of part-timers, diversification of attributes, advanced utilization of part-timers, and wage differentials. The Japanese government has proposed the “Japanese Equitable Treatment” plan and is searching for ways to improve the treatment of part-time workers. On the other hand, many companies have started to review their entire human resources management policies and some have reorganized the employment catergories such as full-time/part-time. Such changes will not only improve the treatment and working conditions of part-time workers, but also drastically challenge the working conditions of full-time workers.
  This article will explore and illustrate the details and process of the changes of human resources management policies, the actual results and the reactions at the workplace, using a big distribution company A that conducted reorganization of employment categories as a case study. The data used for this study consists of information that the author obtained from conducting interviews and questionnaire survey as well as other materials at the distribution service company A from November2004 to October 2005.
  The following are some findings that were obtained through this study. The significances of this reform are first, that the employment categories have been reclassified based on a new criteria of “whether to conduct a move or transfer” and eliminate the traditional employment categories of “full-time and part-time”, which embodies a symbolic meaning. Second, the active utilization of part-time workers which has been practiced at the branches is now supported by policies as well. Third, the company has implemented a fair treatment policy based on qualifications common for all employees, and taken measures for appropriate treatment and at the same time opened up opportunities for career up for former part-timer workers.
  Moreover, as for the reactions at the workplace, the study revealed that the reform provided opportunities for growth, promotion and raise for younger aged and high achieving former part-timer workers, however, pressure was put on those who wished to work on a fixed time schedule as well as mid-to late aged workers.
